The revitalization transformed the interior of the historic building while preserving its distinctive character and external features. The upgraded facility, focused on sustainability, includes Ward 8&rsquo;s first °µÍø³Ô¹Ï &ldquo;teaching kitchen&rdquo; and showcases public art throughout its interior and exterior.&nbsp;<br /> <br /> &ldquo;Today is a big day for our families and littlest learners as they begin their school journeys. I&rsquo;m proud to be the mayor of a city that offers free pre-K, and we&rsquo;re proud that it&rsquo;s not just free &ndash; it&rsquo;s high quality,&rdquo; said Mayor Muriel Bowser. &ldquo;Our commitment to public education not only includes the creation of beautiful buildings for our students, but also investing in the world-class educators who teach in our schools, including in our pre-K classrooms.&rdquo;<br /> <br /> Washington, DC has a longstanding reputation as a leader in Early Childhood Education (ECE) and leads the nation in access to pre-K for 3- and 4-year-old children. °µÍø³Ô¹Ï is proud to provide free, universal pre-K in a school setting, ensuring that all young learners are ready for kindergarten. Research consistently shows the long-term benefits of pre-K on students&rsquo; academic success throughout their educational career. Today, 80% of 3-year-olds and 88% of 4-year-olds are attending pre-K for free, taking advantage of 14,000 slots available across °µÍø³Ô¹Ï, public charter schools and community-based organizations.<br /> &nbsp;<br /> &ldquo;Across °µÍø³Ô¹Ï, when we open the doors to our pre-K classrooms, we open the gateway to a lifetime of learning. Child development centers located in °µÍø³Ô¹Ï elementary schools offer a coordinated and supported transition between infant and toddler programming and pre-K. Since 2020, the Bowser Administration has also opened the Stevens Early Learning Center in Ward 2, the Military Road Early Learning Center in Ward 4, and the Randle Highlands Early Learning Center in Ward 7. Earlier this week, the Mayor cut the ribbon on the new Miner Elementary School ECE Center, and Miner will also have a child care center.&nbsp;</p> <p>&ldquo;As we enter the first days and weeks of school, it has been a joy to see students, teachers, and staff react to their new facilities,&rdquo; said DGS Director Delano Hunter. &ldquo;DGS was proud to deliver this $60.5 million modernization of Garfield Elementary School &ndash; including adapting the historic 1950s portion of the original building to accommodate a childhood development center, as well as installing one of Ward 8&rsquo;s first fully equipped teaching kitchens.&rdquo;</p> <p>Under Mayor Bowser&rsquo;s leadership, the District has invested over $100 million to expand ECE opportunities &ndash; further growing the supply and expanding options to high quality child care options for families, helping providers maintain and grow their businesses and supporting early childhood educators to create thriving careers in ECE.</p> <p>Through the Office of the State Superintendent of Education (OSSE), the District is also supporting more families to access care through the DC Child Care Subsidy Program, which helps low- and moderate-income families pay for the cost of child care. In October, OSSE expanded the income eligibility threshold for DC families to 300% of the federal poverty level to allow more DC families to access the program.&nbsp;</p> <p>Most recently, in the spring, OSSE launched the <a href="https://osse.dc.gov/page/osse-apprenticeship-teaching">Apprenticeship in Teaching program</a> to provide a free pathway for paraprofessionals and high school graduates to become certified teachers in DC&rsquo;s high-demand subject areas, including in early childhood. Guests will be provided with a wristband that must be worn while in the Center. Trash and recycling collections will &ldquo;slide&rdquo; for the remainder of the week into Saturday. For example, households that normally receive trash and recycling collections on Monday, September 2 will be serviced on Tuesday, September 3. &nbsp;<br />  &nbsp;<br /> The Benning Road Transfer Station is closed for renovations until further notice.   &nbsp;<br />  &nbsp;<br /> The Fort Totten Transfer Station will be closed to the public on Monday, September 2. Without a companion Afterhours Permit, work for which a construction permit is required is illegal and could result in a Stop Work Order and may be subject to a $4,000 fine. Overall, proficiency rates in math and ELA for school year 2024 are consistent with and ticking up slightly from 2022-23 school year proficiency rates, while some schools across the District experienced meaningful increases in proficiency rates.&nbsp;</p> <p>&ldquo;This data not only helps us create a roadmap for the work ahead, but it also helps us understand which of our investments and strategies are working for students,&rdquo; said Mayor Bowser. &ldquo;We have phenomenal school communities in all eight wards, we have great teachers who love and challenge our students, and I&rsquo;m grateful that we have educators and school leaders who will take this data and use it to ensure we have the best curricula and learning supports in place for our students. We&rsquo;re excited about the upcoming school year, and we&rsquo;re focused on making sure our students have everything they need to succeed.&rdquo; &nbsp;</p> <p>Overall, 34.0% of District students are meeting or exceeding expectations in ELA, a 0.3 percentage point increase over results from the prior year, and 22.8% of students are meeting or exceeding expectations in math, a 0.7 percentage point increase over results from the prior year.</p> <ul> <li>In ELA, 32.3% of students in grades 3-5 met or exceeded expectations, up from 31.4% the prior year; 36.3% of students in grades 6-8 met or exceeded expectations, down from 36.4% in the prior year; and 33.2% of students in grades 9-12 met or exceeded expectations, down from 33.6% the prior year.&nbsp;</li> <li>In math, 28.4% of students in grades 3-5 met or exceeded expectations, down from 28.6% the prior year; &nbsp;22.2% of students in grades 6-8 met or exceeded expectations, up from 20.6% the prior year; and 11.2% of students in grades 9-12 met or exceeded expectations, up from 10.8% the prior year. &nbsp;</li> </ul> <p>Results also show areas of encouraging improvement where students and schools improved ELA proficiency rates in the past school year. For example, students in third grade in 2023-24 had a proficiency rate 2.3 percentage points higher than that of third grade students the previous year. And, overall, a third of schools (33%) increased ELA proficiency by at least 3 percentage points, and about a quarter of schools (25%) increased math proficiency by at least 3 percentage points. These successes will be used to better understand which programs and investments show the most promise to replicate elsewhere. &nbsp;<br /> &nbsp;<br /> &ldquo;The data highlights where we, as a state education agency, can provide targeted resources and additional support to our local public and public charter schools,&rdquo; said Interim State Superintendent Dr. Antoinette S. Mitchell. &ldquo;These results show that we are seeing some student growth, and we look forward to sharing out best practices.&rdquo; &nbsp;&nbsp;<br /> &nbsp;<br /> The 2024 statewide assessments in ELA and math included the District of Columbia Comprehensive Assessments of Progress in Education (DC CAPE) and the Multi-State Alternate Assessment (MSAA). Similar to last year, participation rates continue to be high, with 95.9% of eligible students participating in ELA assessments and 95.9% participating in math. High participation rates ensure that trends are representative of the overall student population.&nbsp;</p> <p>Each spring, DC students in grades 3-8 and in eligible high school courses complete statewide assessments in ELA and math. These assessments measure mastery of grade-level content standards. From 2015 to 2023, the District was a member of the Partnership for Assessment of Readiness for College and Careers (PARCC) and administered PARCC assessments in ELA and math. In 2024, the District transitioned from the PARCC assessments to DC CAPE, a rigorous assessment that measures proficiency of the District&rsquo;s high grade-level expectations. This was a change in name and governance only. DC CAPE uses the same design &ndash; number of questions, types of questions, and length of assessment &ndash; as PARCC, and scores are comparable across years.</p> <p>The assessments have five performance levels that are based on student scaled scores &ndash; with level 4 and level 5 indicating that a student meets or exceeds proficiency expectations for their grade level. Performing at these levels means that students have met the District&rsquo;s rigorous grade-level academic expectations, indicating they are building necessary skills for success in a wide range of post-graduation options. Level 3 indicates that a student is approaching expectations, while level 2 indicates a student has partially met expectations and level 1 indicates a student did not meet expectations. It is important to note that these are absolute scores and do not reflect student growth or movement within these levels. That information will be released later in the fall as part of DC School Report Card data. &nbsp;</p> <p>In 2024, most race/ethnicity student groups had a proficiency rate within one percentage point of their 2023 rate. There were three exceptions: in ELA, students who identified as two or more races had a decrease in proficiency of 1.4 percentage points. In math, Asian students had an increase of 1.8 percentage points and white students had a decrease of 1.1 percentage points. Overall, the differences in proficiency rates among race/ethnicity student groups remains sizable and remained similar between 2023 and 2024.</p> <p>&ldquo;More than before, these data points have helped us to pin down the grade levels and student bands that missed key transition or foundational years during the pandemic. We are also delving into cohorts that are recovering at a faster rate so we can replicate the interventions that have aided their improvement at other schools across the district,&rdquo; said °µÍø³Ô¹Ï Chancellor Dr. Lewis D. Ferebee. &ldquo;As we work to accelerate progress, this year&rsquo;s results show that our priority needs to remain focused on our students furthest from opportunity.&rdquo;</p> <p>&ldquo;The results of DC CAPE confirm what we at the DC Public Charter School Board and school leaders have seen across the District, which is that the pandemic has had lingering effects on student proficiency,&rdquo; said Executive Director of the DC Public Charter School Board Dr. Michelle Walker-Davis. &ldquo;This is why initiatives and tools like the ASPIRE academic evaluation system are so important &ndash; as they emphasize achieving excellent schools for all students, particularly those from communities which have been historically marginalized.&rdquo;</p> <p>While federal recovery funding will expire at the end of September, the Bowser Administration has maintained funding in the District of Columbia&rsquo;s fiscal year 2025 (FY25) budget for programs that support student academic growth. In addition to $349 million to support a 12.4% increase to the Uniform Per Student Funding Formula (UPSFF), the FY25 budget also includes $4.8 million to maintain American Rescue Plan Act-level funding for High-Impact Tutoring in ELA and math for our most vulnerable learners and $2 million for high-quality instructional materials for teachers. &nbsp;<br /> <br /> Schools will receive individual student reports in September and distribute them to families. In the 2024-25 school year, 50 apprentices will engage in on-the-job learning during the day while taking coursework in the evenings to earn bachelor&rsquo;s degrees through the University of the District of Columbia (UDC). Apprentices are currently serving at 23 °µÍø³Ô¹Ï (°µÍø³Ô¹Ï) and 27 public charter local education agencies</p> <p>&ldquo;We have talented paraprofessionals across the District who know our students, want a chance to lead their own classrooms, and are seeking support to do so,&rdquo; said Interim State Superintendent Dr. Antoinette S. Mitchell. &ldquo;The apprenticeship program keeps them in their current schools and classrooms and covers their tuition so they can focus on developing the skills and knowledge they will need to help our students succeed.&rdquo;&nbsp;</p> <p>Throughout their time in the program, OSSE, UDC, and school leaders will monitor apprentices&rsquo; progress in demonstrating readiness to lead their own classrooms. Apprentices will work toward proficiency in OSSE-developed on-the-job competencies that highlight the key skills and concepts necessary to be effective new teachers. Upon completion of the program, which may take between one and four years depending on an apprentice&rsquo;s prior higher educational credits, apprentices will be eligible for an OSSE standard teaching credential in one of three citywide high-demand subject areas: elementary, early childhood, or special education. With the heat index expected to exceed 95 degrees through Tuesday, residents and visitors are encouraged to take precautions to avoid heat-related illnesses and to check on neighbors. Those without air conditioning are urged to seek relief in air conditioned buildings and cooling centers.</p> <p>During extreme heat, people should limit their time outdoors. Vulnerable populations, including older adults and those with physical and mental health conditions, should limit their time outdoors to no more than 20 minutes per hour. It is important for residents to recognize the signs and symptoms of heat exhaustion and stroke. Symptoms may include dry red skin, convulsions, throbbing headaches, disorientation, chills, delirium, and coma. Onset of heatstroke can be rapid; a person can go from feeling apparently well to a seriously ill condition within minutes. If you suspect that you or someone you know is experiencing a heat-related illness, call 911.</p> <p>Extreme heat can have impacts on a person&rsquo;s mental health, including increased irritability, symptoms of depression, and the risk of suicide. Heat also can affect behavior, contributing to increased aggression, impulsivity, and increased drug/alcohol misuse. Residents with existing mental health conditions are more vulnerable to extreme heat. People with dementia are at increased risk for hospitalization and death during heat waves. Some psychiatric medications, including some antidepressants and antipsychotics, can affect body temperature regulation, increasing the risk of heat exhaustion and heat stroke. Stick to your treatment regimen and talk with your doctor about any concerns. Residents who are experiencing a psychiatric emergency, trauma, or showing signs of mental health or substance use disorders can get connected to a mental health professional through the Suicide and Crisis Lifeline by dialing 988.</p> <p>During an Extended Heat Emergency activation, additional outreach teams from the Department of Human Services (DHS), the United Planning Organization, and the Department of Aging and Community Living (DACL) are mobilized to conduct welfare checks and encourage individuals to seek relief from the heat indoors.</p> <p>Residents are urged to stay cool, check on seniors and other vulnerable neighbors, and to call the shelter hotline for unsheltered residents in need of free, accessible transportation to a cooling center. To request accessible transportation to a cooling center for yourself or someone else, call the shelter hotline at (202) 399-7093 or dial 311.</p> <p>DHS and the Homeland Security and Emergency Management Agency (HSEMA) activate an Extended Heat Emergency when the temperature or heat index is forecast to reach 95 degrees Fahrenheit or higher for at least four consecutive days. During an Extended Heat Emergency, the District stands up cooling centers for residents seeking relief from the heat. The District will also deploy cooling buses at spots across the city.</p> <p><strong>Cooling Centers:</strong></p> <p>While some cooling centers will open specifically when a Heat Emergency is activated, many of the District&rsquo;s cooling centers will be available during their regular business hours.
